Depository Financial Institution

Depository Financial Institution:

A financial institution that:

  • Is authorized by law to accept deposits;
  • Is eligible for Federal Deposit Insurance Corporation (FDIC) or National Credit Union Share Insurance Fund (NCUSIF) insurance
  • Is insured by the FDIC or the NCUSIF; or If not federally insured, has funded an account as security against the unwillingness or inability of the financial institution to meet its obligations under these Rules, in an amount and form determined by STAR.

Doing Business As (DBA)

Doing Business As (DBA):

Refers to the specific name and location of the merchant establishment where credit card purchases are made.

Zero Floor Limit

Zero Floor Limit:

Requires that all cardholder transactions be authorized.

Wide Area Network (WAN)

Wide Area Network (WAN):

A network using common carrier provided lines (in contrast to LAN).

Wang

Wang:

A stand-alone system developed to handle chargeback processing with First Data. Also called the Chargeback Image Processing System (CIPS).

Voice Response Unit (VRU)

Voice Response Unit (VRU):

An automated authorization support system for touch-tone telephones.

Visanet

Visanet:

The data processing systems, networks, and operations used to support and deliver authorization services, exception file services, and clearing and settlement services.

Valid Date

Valid Date:

The date embossed by the card issuer on the credit card. An establishment cannot accept a card for payment of goods or services prior to this date.

Utility Company

Utility Company:

Any municipal, state, or other public utility system or systems operating for the manufacture, production, distribution, or sale of electricity, natural or artificial gas, or water, or any public or private provider of telecommunications services, including without limitation telephone, cellular, digital, and cable services, which is licensed and governed by any federal, state, or municipal authority, and that is approved by STAR Network and has agreed to accept PIN-less payment transactions via telephone or Internet for services rendered to STAR Cardholder/Account Holder or other end users of its product.
